Trade Compliance Analyst
Location: Foxboro, MA
Job Summary:
- Responsible for the assignment of ECCN codes used to restrict the export of advanced technology to denied parties, along with Harmonized Tariff codes (HTS) used for reporting and determination of duty rates.
- Ensure legal adherance to various government rules and regulations such as the Bureau of Industry (BIS) Commerce Control list and US & WTO Harmonized Tariff Schedules.
- Ensure compliance to Department of Commerce (DOC)/Customs Border Protection (CBP) standards and regulations.
- Acts as key interface with both internal and external customers as well as other varied process stakeholders.

Scope
- Monitors and reviews regional and global export and import regulations with respect to determination of product classifications, Harmonized Tariff Schedules and Export Commodity Control numbers.
- Will work with Engineering & Purchasing at the factory level globally to establish the correct ECCN and HTS numbers.
- Will determine financial impact of selected HTS classifications to the company.
- Creates and tracks metrics to measure costs.
- Develops standard set of guidelines by product category.
- Will work with IOM affiliates globally providing guidance on HTS classification issues.
- Will respond to changes in the regulations as required.
- Ensures that HTS & ECCN numbers are aligned across all enterprise systems and databases.

- Must be able to defend decisions both internally and externally.

- Works on complex issues that require knowledge of functional area, business strategies and the companies overall goals and objectives.

-Erroneous decisions may result in higher duty rates, government audit/penalties and/or unwanted notoriety to the company.
Interactions
- Regularly interacts with regional management, Engineering, Purchasing, Logistics, IT, Legal (Trade Compliance) and Customer Service.
Education & Experience:
- Bachelor’s of Science degree in Engineering or equivalent.
- Typically requires 5-7 years of hands on experience with ECCN and HTS classifications. Must have extensive knowledge of BIS (Bureau of Industry and Security) and World Trade Organization regulations. Knowledge of global Free Trade Agreements preferred. Ability to travel up to 15% internationally.
Special Requirements: Excellent attention to details and proficient recordkeeping skills required. Excellent communication skills and strong PC & database management skills required.
