Reviews and analyzes government or commercial solicitations/documents to understand and convey to Line of Business Directors and/or Program Managers all relevant contract issues and to ensure that company proposals are fully responsive to prospective customers requirements. Assumes a key role in developing proposal terms, coordinating input of technical and administrative staffs to determine and analyze proposed schedules and costs: to help develop proposed price, profit strategies and cost/business analysis; and to produce cost proposals which are successful, profitable, and of minimum business and legal risks. Secures management agreement and approval of proposals terms and conditions, advising as to contractual rights and obligations. Oversees or prepares formal bids incorporating all relevant information and corporate commitments. Negotiates with customers and executes proposals and contracts on behalf of the Company. Oversees contract performance by monitoring budget compliance, documents, schedules, and deliverables and recommends actions to ensure mutually satisfactory performance. Ensures that projects are completed on schedule and within budget. Frequent contacts with internal personnel and outside customer representatives at various management levels concerning contractual and operational issues or scheduling of specific phases or projects or contracts. Supports subcontract management responsibilities as required including oversight of subcontract management plan, contract modifications, and Contract Requirements Delivery List (CDRL) requirements to the Government. Conducts briefings and participates in meetings for internal and external representatives concerning specific activities. Typical Minimum Education / Experience: 10 Years with Bachelors; 8 Years with Masters
